The annual observance is pursuant to Proclamation No. 682 “Declaring the Month of February of Every Year as Civil Registration Month (CRM), signed by then Pres. Corazon C. Aquino last 28 January 1991. Now on its 32nd year, the theme is “Improving Civil Registration and Vital Statistics Implementation Strategies through Digital Transformation”.
