PSA Cebu Provincial Statistical Office celebrates the 30th Civil Registration Month

PSA-Cebu Provincial Statistical Office officially launched the 30th Civil Registration Month celebration during the convocation of the Local Civil Registrars of Cebu City, Lapulapu City, and Talisay City on February 3, 2020 at the Social Hall, Legislative Building, Cebu City Hall, Cebu City.  The activity was opened by no less than the PSA Provincial Head, Chief Statistical Specialist Firmo C. Diputado. 

In his opening message, CSS Diputado gave emphasis on the two important phrases comprising the theme of the celebration, namely: 1. Shaping Civil Registration and Vital Statistics, and 2. Embracing New Trends in the 4IR.

On the first phrase, he talked about the evolution of Civil Registration and how it influenced the development of Civil Registration in most of the countries throughout the world.  It gave the state the responsibility of recording births, deaths and marriages.  He further added that the first official recorded civil registration system was in 1839 in England.  This paved the way for the two uses of civil registry records, namely: a. legal which established occurrence of the event, and b. provide information for policy planning and research activities.

The second phrase was about embracing the new trends in the 4th Industrial Revolution (IR).  Also known as Industry 4.0, it will bring with it significant social and economic opportunities and challenges which require that government must respond appropriately.  It has the following elements: 1. Characterize by a fusion of technology that is blurring the lines between the physical, digital and biological sphere; 2. It is set to disrupt society, business and government through its innovation; 3. It creates new opportunities.  Developing countries can leapfrog stages of development and align with developed markets by embracing the use of emerging technologies, such as artificial intelligence (AI), internet of things (IoT) robotics, virtual reality (VR), big data analytics and blockchain.

CSS Diputado ended his opening message by challenging everyone to support one another.  After which, we are one organization with one mission to deliver relevant and efficient civil registration services to every individual.  He further encouraged everyone to think out of the box, welcome innovations by responding with a positive attitude and keeping the highest standards while strengthening our commitment to the public.

The activity was supported by the local government offices of Cebu City thru the office of the City Civil Registrar, headed by Atty. Evangeline Abatayo.  Other cities like Talisay City and Lapulapu City also extended their full cooperation and support thru their respective Local Civil Registry Offices.

A motorcade participated by representatives from the different participating agencies highlighted the celebration.  It was done as part of the information and education campaign of the PSA for the public to know the importance of Civil Registration and that Civil Registration Month is celebrated throughout the country every February of the year.
