Fourth Quarter 2019 Construction Statistics from Approved Building Permits in NegOr

Number of constructions in the fourth quarter of 2019 decreased by 25.9 percent

    Based on the preliminary results of the construction statistics from approved building permits in Negros Oriental, the total number of constructions during the fourth quarter of 2019 reached 1,158. This reflected a decline of 25.9 percent from the 1,562 constructions recorded during the same quarter in 2018 (Figure 1.)


Residential buildings dropped by 40.9 percent, non-residential grew by 46.6 percent

    A dropped of 40.9 percent in the number of residential buildings was observed from 1,361 during the same period in 2018 to 804 building constructions in 2019.

    Moreover, Additions to existing structures also dropped by 85.7 percent from 7 structures in 2018 to only 1 structure recorded during the same period in 2019.

    Meanwhile, non-residential type of constructions posted 46.6 percent increase from 88 projects recorded during the same period of 2018 to 129 projects in 2019.

     The combined number of alterations and repairs of existing structures increased by 111.3 percent with 106 projects in 2018 to 224 projects during the reference period (Figure 2.)



Single-type residential projects plummeted by 40.8 percent

    Other residential buildings had the highest level of decline (60.0 percent) during the fourth quarter of 2019 with only 2 projects during the reference quarter compared to the 5 construction projects last year same period.

    Apartment/ Accessoria buildings also showed a decline in projects by 42.4 percent from 85 projects last year to 49 projects this period.

    Moreover, single-type residential projects plummeted by 40.8 percent compared last year same period. In terms of the number of constructions, this type had the biggest difference from the 1,270 constructions in 2018 to 752 in the fourth quarter of 2019.

    Duplex/Quadruplex construction was pegged at the same level in 2019 with only 1 construction project. There was no residential condominium construction during the reference period.



Non-Residential building constructions leaped by 46.6 percent

    The increase on the non-residential constructions was due to the increase in number of the constructions in agricultural buildings, institutional buildings and commercial buildings with 200.0 percent. 68.2 percent and 50.0 percent, respectively.

    During the reference quarter, agricultural type of building had 3 constructions, institutional type of building had 37 constructions, and commercial type of building had 72 constructions.

   Both industrial, and other non-residential constructions showed had the same construction projects compared with the same period in 2018, with 6 constructions, and 11 constructions, respectively (Figure 4.)


The total value of all constructions increased by 4.5 percent

    The total value of constructions during the fourth quarter of 2019 was estimated at PHP1.08 billion. A 4.5 percent higher compared with PHP1.03 billion recorded in the same quarter of previous year (Figure 5.)



Residential Buildings shared 52.26 percent of the total values of constructions

     Residential projects valued at PHP564.62 million grew by 35.0 percent from PHP418.20 million recorded during the same quarter of 2018. This type of construction had the biggest share of about 52.26 percent of the total values of constructions this quarter. This was attributed to the growth in construction values of single house projects (82.2 percent) and other residential buildings (77.1 percent). The single house projects had PHP500.78 million value while the other residential buildings had PHP2.91 million value in 2019.

    Construction value of non-residential buildings amounted to PHP492.11 million which had declined by 16.3 percent compared with PHP587.86 million recorded at the same quarter of 2018. This was due to the decrease in the construction values of other non- residential buildings (247.8 percent), commercial (71.9 percent), and non-residential buildings (41.9 percent).

    During the reference quarter, the industrial, institutional, and agricultural constructions had a value of PHP30.05 million, PHP323.37 million, and PHP853.09 thousand, respectively.

    Moreover, construction values for addition to existing structures at PHP1.37 million dropped by 87.3 percent from PHP10.80 million recorded during the same period in 2018.

    Conversely, alteration and repair of existing buildings grew by 33.34 percent from PHP 16.66 million in 2018 to 22.23 million in 2019 (Figure 6.)



Constructions cost was at PHP9,135 per square meter on average

   The average cost of constructions per square meter was recorded at PHP9,768. This figure was 11.39 percent higher than the PHP8,769 recorded value during the same period in 2018. The growth was attributed to the increase in average cost per square meter of residential, industrial, institutional and agricultural construction projects.

    In 2019, residential, industrial, institutional and agricultural construction projects grew by 64.23 percent, 111.56 percent, 21.72 percent, and 12.25 percent, respectively.


Construction of Institutional buildings are most costly in 2019 

    During the reference quarter, the highest average cost per square meter was in institutional constructions with PHP10,268. This was followed by non-residential constructions   (PHP9,730), residential buildings (PHP9,429), commercial buildings (9,197).


    The average cost per square meter of industrial buildings and agricultural constructions in 2019 recorded PHP6,531 and PHP5,612, respectively.

    On the other hand, the decline of the average cost per square meter compared last year same period by type of construction was observed in non-residential constructions (27.98 percent) from PHP13,510 to PHP9,730 and in commercial constructions (41.82 percent) from PHP15,809 to PHP9,197 (Figure 8.)
