Monitoring System (CBMS) that commenced on 15 October 2021. The 2021 Pilot CBMS was the first PSA-led after the approval of Republic Act 11315 otherwise known as the CBMS Act of 2018. This activity was conducted in coordination with Local Government Units (LGUs), the Department of the Interior and Local Government (DILG), and the Department of Information and Communications Technology (DICT).

The 2021 Pilot Community-Based Monitoring System (CBMS)data turnover ceremony was conducted on 4 May 2023 at Southview Hotel, Negros Oriental to officially turnover the CBMS data to LGU-Dauin. Signing of the Data Turnover Agreement was done during the ceremony.

The general objective of the 2021 Pilot CBMS is to conduct a full-scale enumeration in selected areas to test the procedures recommended for use in the actual CBMS operations in 2022 and to improve any aspect, if necessary.

The CBMS was piloted in nine (9) cities/municipalities in partnership with the LGU concerned. In Region VII, the Municipality of Dauin in Negros Oriental was selected given that the LGU is a 4^th income class, with no CBMS experience and a coastal community or island barangays.

CBMS Data Turnover Ceremony was participated by the Chief Statistical Specialist (CSS) Patricia Anne R. San Buenaventura, Senior Statistical Specialist (SrSS) Charlyndon N. Ligaya, Statistical Specialist II (SSII) Ramil Marko R. Tolledo, Statistical Analysts (SAs) Arlyn Rose S. Gozun and Sophia Jireh D. Guerrero of Central Office (CO), Regional Director Ariel E. Florendo of PSA Region VII, Chief Statistical Specialists (CSSs) of PSA Provincial Statistical Offices, and CBMS Regional and Provincial Core Team representatives. DICT - Negros Oriental Provincial Director Engr. Aurelio Tinapay, and Local Government Operations Officer II Roland Gonzales of DILG – Negros Oriental also attended the event. The event was also graced by Hon. Galicano A. Truita, Municipal Mayor of Dauin, Negros Oriental, Hon. Rodrigo A. Alanano, Municipal Vice-Mayor together with the members of the Sangguniang Bayan (SB) and their SB Secretary, Municipal Planning and Development Coordinator (MPDC) Rosebelle P. Ozoa, Municipal Civil Registrar Brigeda J. Alama, and other LGU officials.

PSA 7 RD Ariel E. Florendo gave the welcome remarks and shared some of the importance of CBMS which is an economic and social tool for the formulation and implementation of poverty alleviation and development programs which are specific, targeted, and responsive to the basic needs of each sector of the community. He also extends his warmest gratitude to all stakeholders, partner agencies, media and to the field personnel who contributed to the success of the conduct of the 2021 Pilot CBMS.

He ended his welcome remarks by emphasizing the PSA’s hope that CBMS data will help the Municipality of Dauin and its policymakers in crafting better policies, and programs for equitable development towards improved quality of life for all.

The highlights of the 2021 Pilot CBMS results was presented by PSA CO CSS Patricia Anne R. San Buenaventura. A total of 7,166 households responded the 2021 Pilot CBMS. This covered 28, 726 population within the 23 barangays in the Municipality of Dauin. CSS San Buenaventura highlighted important data, as follows:

1.    For Basic Services, 83.6% have Access to Electricity, and a remaining of 16.4% households having no access. Households with own Internet Access at Home is 35.1%, without own internet at home but have access to internet is 22.4% and 42.5% have no access to internet at all. For the Main Source of Water (general use) of the household, 78.2% is from Community Water System Piped into: Dwelling, 12.3% from Community Water System Piped into: Yard/Plot, 3.1% in Community Water System Piped into: Public Tap, and 6.5% is from other sources. There are 50.5% of households whose Main Source of Drinking Water is Piped Into Dwelling, 29.1% from 29.1%, 12.0% Piped to Yard/Plot, 2.7% Piped to Neighbor, and 5.7% is from other sources. There are 82.3% households have Basic Toilet Facility, 12.7% Limited, 1.9% Unimproved, and 3.1% Open Defecation.

2.    In Safety, 94.98% or most of the households responded “Safe” in “How safe do you fell walking alone in your neighborhood at night?”.

3.    For the Household Food Insecurity experienced in the past 12 months because of a lack of money or other resources, 45.2% were worried of not having enough food to eat, 7.2% had to skip meal, 5.9% were hungry but did not eat, and 3.0% went without eating for a whole day.

4.    Municipality of Dauin recorded having 20 barangays that have Health Facility Centers.

5.    In terms of LGUs Disaster Preparedness, 1 in 2 of the respondents answered “yes” when asked if they know any contact number or hotlines to contact in case of emergency, and 1 in 5 of the respondents when asked if preparedness for disasters was discussed with the household. There are 19 brgys have Disaster Risk Reduction Management (DRRM) Plans or 82.6%, 21 brgys or 91.3% have Disaster Management Committees, and 20 brgys or 86.9% have Disaster/Emergency Response Teams.

6.    Female aged 3 to 24 was recorded higher in School Attendance compared to Male. A total of 7 Junior High Schools and 8 Senior High Schools were recorded in Education Facilities of Dauin, Negros Oriental.

7.    For the Labor Force and Employment, aged 15 and above, Labor Force Participation Rate is 50.84% for both sexes, and 87.85% of it are employed. 

MPDC Rosabelle Ozoa of the Municipality of Dauin, presented their plans and programs on the utilization of the CBMS data, as follows:

1.     Preparation and updating of the Ecological Profiling which identifies issues, concerns and probable interventions will be utilizing CBMS data as well as in formulating and updating the Comprehensive Development Plan (CDP) which is a sectoral plan and the Comprehensive Land Use Plan (CLUP) which is a spatial plan for the LGU. 

2.      The CBMS data will also be used as inputs in the formulation of development plans and for analysis, project formulation and identification that will be utilized in setting priority areas/sectors and if there is a need, and basis for budgeting.

3.      The Sangguniang Bayan (SB) may consider passing an ordinance to harmonize CBMS data with other sources and utilize the consolidated data in the formulation of Municipal plans and will then be provided to the concerned agencies, academe and other stakeholders that will request any information and relevant data about the municipality.
