CALL FOR APPLICANTS FOR THE PHILIPPINE STATISTICS AUTHORITY-REGIONAL STATISTICAL SERVICES OFFICE-7 CEBU UNDER CONTRACT OF SERVICE WORKER FOR THE 2023 INTEGRATED PROCESSING OF MAPS FROM VARIOUS ACTIVITIES.

1. Four (4) MAP DATA REVIEW (MDR) with daily salary of PhP 611.00 with service contract from 13 July to 30 November 2023;

2. Eighty (80) MAP DATA PROCESSOR (MDP) with daily salary of PhP 551.00 with service contract from 10 August 2023 to 30 November 2023; and

3. One hundred forty-three (143) MAP DATA VERIFIER (MDV) with daily salary of PhP 491.00 with service contract from 21 August 2023 to 30 November 2023.

QUALIFICATIONS  :

MAP DATA REVIEW (MDR)

• Preferably college graduate;

• Preferably with previous employment in the field of Statistics or GIS-Based Mapping;

• Preferably involved in the previous mapping activities;

• Knowledgeable in computer operation;

• Preferably with experience in using GIS and Google Earth software;

• Physically fit;

• With good moral character;

• Willing to render overtime service, if necessary; and

• Willing to work on Sundays, if needed

MAP DATA PROCESSOR (MDP)

• Preferably college graduate;

• Physically fit;

DUTIES AND RESPONSIBILITIES:

MAP DATA REVIEW (MDR)

• Attends the Second Level Training for the 2023 Integrated Processing of Maps from Various Activities.

• Serves as trainer to the Third and Fourth Level Trainings for the 2023 Integrated Processing of Maps from Various Activities in the provincial office.

• Conducts complete (100%) evaluation of the submitted validated boundaries and geotagged points shapefiles of the cities/municipalities in the province based on the PSO Evaluation and Review Quality Assurance Indicative Measure.

• Monitors the submission of validated boundary and geotagged points shapefiles and follow-up as necessary.

• Monitors and provides updates on each phase of the activity through the Monitoring Application.

• Records, compiles and coordinates all communication on issues and concerns obtained from the PFPs.

• Informs the PFP of the status of the field operations, concerns or problems encountered related to the activity.

• Ensures the completeness and correctness of the validated boundary and geotagged points shapefiles submitted by the province.

• Archives and consolidates Certifications from LGUs and other legal documents (if any) supporting their affirmation on the boundaries through scanning.

• Performs other 2023 Integrated Processing of Maps related tasks that may be assigned by the Focal Person.

MAP DATA PROCESSOR (MDP)

• Attends the Third Level Training for the 2023 Integrated Processing of Maps from Various Activities.

• Prepares the Barangay Validation map project files which contains the researched and agreed barangay boundaries prior to the conduct of the operation.

• Prepares the Enumeration Area map project files containing the merged geotagged building points from various mapping activities following the adjusted EA based on the validated barangay boundaries.

• Provides assistance in the printing of Certificate of Barangay Boundary and adjusted maps, as well as in the consolidation of supporting documents, if any, prior to the field validation by the MDV.

• Facilitates the loading of the map project files in the tablet of the MDV based on the workload provided by the Provincial Focal Person for mapping.

• Performs post-processing of the validation output retrieved from the Map Data Verifiers which includes completeness checking and merging.

• Submits all processed and validated barangay/EA boundaries and geotagged points for review of the hired Provincial Map Data Reviewer and Provincial Focal Person (PFP) for Mapping.

• Informs the PFP of the status of field operations, concerns or problems encountered related to the activity.

• Performs other 2023 Integrated Processing of Maps from Various Activities tasks assigned by the supervisor.

MAP DATA VERIFIER (MDV)

• Attends the Fourth Level Training for the 2023 Integrated Processing of Maps from Various Activities.

• Coordinates with the PFP on the priority areas of assignment and strategies on validation of boundaries between barangays prior to going on field work.

• Checks all materials before heading out to the field e.g., Android tablet, powerbank, QField application, QGIS Project files, Certification of Barangay Boundaries, printed maps and other supporting documents, etc.

• Ensures that the Android tablet is working properly and with enough battery charge for a day prior to proceeding to field work.

• Always wears the proper uniform with complete identification card.

• Makes a courtesy call to the barangay officials before the conduct of field validation in the assigned area and provides a letter or official communication indicating the objective of the activity. (Applies to those MDV assigned in the barangay boundary validation)

• Verifies the administrative/operational barangay boundaries as well as validation of existence and location of all geotagged points, including updating of building characteristics in the attribute table and geotagging of new building structures. For MDV assigned in the special areas (CBMS LGU-funded city/municipality), the MDV will also identify all core facilities from CBMS Form 5 in his/her assigned area.

• Coordinates with the Barangay Captain for the confirmation and certification of their respective barangay boundaries for the use of PSA on its map-based operations.

• Submits the signed Certificate/s from LGU/s and other legal documents (if any) supporting their affirmation on the boundaries to the Map Data Processor together with the validation output files.

• Reflects all field observations during the field validation in the QField App as necessary.

• Returns the Android Tablet to the PFP after completing the field validation activity.

• Informs the PFP on any concerns or problems encountered during field verification.

• Performs other 2023 Integrated Processing of Maps from Various Activities tasks assigned by the supervisor.
