Call for applicants for the Philippine Statistics Authority - Regional Statistical Services Office-7 Cebu under Contract of Service Worker for the hiring of the 2024 POPCEN-CBMS Geotagging of Service Facilities and Government Projects to be assigned at PSA Cebu Provincial Statistical Office for the period of February 2025.

EIGHT (8) MAP DATA REVIEWERS

Qualifications:

  • Preferably college graduate;

  • Preferably with previous employment in the field of Statistics or GIS-Based Mapping;

  • Preferably involved in the previous mapping activities;

  • Knowledgeable in computer operation;

  • Preferably with experience in using GIS and Google Earth software;

  • Physically fit;

  • With good moral character;

  • Can work with less supervision and can work under pressure;

  • Willing to render overtime service, if necessary; and

  • Willing to work on Sundays, if needed

DUTIES AND RESPONSIBILITIES:

  • Attends the Provincial Level Training on the 2024 POPCEN-CBMS Geotagging of Service Facilities and Government Projects.

  • Acquire the complete working files and materials needed for the activity

  • Conduct quality and completeness check on the generated QPs by the MDP.

  • Generate barangay, EA, and block maps for paper-based data collection.

  • For tablet-based data collection, scan and submit the accomplished POPCEN-CBMS Form 9 to the CBMS ISA.

  • For paper-based data collection, perform completeness and consistency check on the submitted paper maps and the accomplished POPCEN-CBMS Forms 8 and 9.

  • Scan the submitted paper maps and the accomplished POPCEN-CBMS Forms 8 and 9.

  • Accomplish the POPCEN-CBMS Form 31 (Accomplishment Report for Map Data Reviewer). 

  • Review the barangay-level POPCEN-CBMS Form 8 shapefiles and encoded POPCEN-CBMS Form 9, following protocols and instructions.

  • Notify the PMFP on outputs submitted by the MDP that need verification.

  • Address concerns raised by the PMFP by rechecking and correcting reviewed outputs.

  • Merge reviewed POPCEN-CBMS Form 8 shapefiles and encoded POPCEN-CBMS Form 9 to city/municipality-level outputs.

  • Attend meetings with MDCs TSs, and MDPs, as deemed necessary (i.e., cascading and streamlining of additional instructions, verification of responses, etc).

  • Accomplish the POPCEN-CBMS Form 31 (Accomplishment Report for Map Data Reviewer).

  • Report any untoward incidents or problems encountered.

  • Perform other POPCEN–CBMS–related duties assigned by the supervisor.

TWENTY-THREE (23) MAP DATA PROCESSORS 

QUALIFICATIONS:

  • Preferably college graduate;

  • Preferably with previous employment in the field of Statistics or GIS-Based Mapping;

  • Preferably involved in the previous mapping activities;

  • Knowledgeable in computer operation;

  • Preferably with experience in using GIS and Google Earth software;

  • Physically fit;

  • With good moral character;

  • Can work with less supervision and can work under pressure

  • Willing to render overtime service, if necessary; and

  • Willing to work on Sundays, if needed.

DUTIES AND RESPONSIBILITIES:

  • Attends the Provincial Level Training on the 2024 POPCEN-CBMS Geotagging of Service Facilities and Government Projects.

  • Acquire the complete working files and materials needed for the activity.

  • Generate QPs to be used for tablet-based data collection.

  • Accomplish the POPCEN-CBMS Form 30B (Accomplishment Report for Map Data Processor).

  • Process collected POPCEN-CBMS Form 8 shapefiles by diligently following the protocols and instructions indicated in this Manual.

  • Encode the POPCEN-CBMS Form 9 accomplished and submitted by the MDC.

  • Notify the PMFP on outputs submitted by the TS that need verification.

  • Address concerns raised by the MDR and/or PMFP by rechecking and correcting processed outputs.

  • Attend meetings with MDCs, TSs, and MDRs, as deemed necessary (i.e., cascading and streamlining of additional instructions, verification of responses, etc).

  • Accomplish the POPCEN-CBMS Form 30B (Accomplishment Report for Map Data Processor).

  • Report any untoward incidents or problems encountered.

  • Perform other POPCEN–CBMS–related duties assigned by the supervisor.

THIRTY-NINE (39) MAP DATA COLLECTORS:

QUALIFICATIONS:

  • Preferably college graduate;

  • Preferably with previous employment in the field of Statistics or GIS-Based Mapping;

  • Preferably involved in the previous mapping activities;

  • Knowledgeable in computer operation;

  • Preferably with experience in using GIS and Google Earth software;

  • Physically fit;

  • With good moral character;

  • Can work with less supervision and can work under pressure

  • Preferably with motorcycle/bicycle or other means of transportation during field validation/collection.

  • Willing to render overtime service, if necessary; and

  • Willing to work on Sundays, if needed

DUTIES AND RESPONSIBILITIES:

  • Attends the Provincial Level Training on the 2024 POPCEN-CBMS Geotagging of Service Facilities and Government Projects.

  • Check if the QP loaded in the tablet corresponds to the assigned area/workload.

  • Pay a courtesy call to the Punong Barangay or any barangay official before conducting the geotagging activity in the barangay.

  • Verify with the Punong Barangay or any barangay official the facilities and government projects listed in the POPCEN-CBMS Form 9, and the ongoing building construction in the area.

  • Conduct an ocular inspection to ensure complete coverage of the assigned area.

  • Geotag accurately the service facilities, and government projects, and building constructions found in the assigned area using the QP (for tablet-based) or the printed block maps and printed POPCEN-CBMS Form 8 (paper-based), following the protocols and instructions indicated in this Manual.

  • Update/accomplish the printed POPCEN-CBMS Form 9 based on the features geotagged/not geotagged in the assigned area.

  • Address concerns flagged by the Map Data Processor (MDP), Map Data Reviewer (MDR), or the Provincial Map Focal Person (PMFP) by conducting field verification, as needed.

  • Daily backup of geotagged POPCEN-CBMS Form 8 in the tablet.
    Ensure that all geotagged government and/or private building constructions pending callbacks are revisited, and the accomplished callback slip is collected. 

  • Update the information of the corresponding geotagged point in the QP (tablet-based) or in the printed POPCEN-CBMS Form 8 (paper-based) based on the collected callback form.

  • Attend meetings with the TSs, MDPs and MDRs, as deemed necessary (i.e., cascading and streamlining of additional instructions, verification of responses, etc).

  • Accomplish the POPCEN-CBMS Form 29B – Daily Accomplishment Report for Map Data Collector.

  • Report any untoward incidents or problems encountered.

  • Perform other POPCEN–CBMS–related duties assigned by the supervisor.
