The 2022 Community-Based Monitoring System (CBMS) was implemented last July in the same year in various Local Government Units (LGUs) pursuant to Republic Act 11315, or the act of establishing a CBMS. It refers to an organized technology-based system of collecting, processing, and validating necessary disaggregated data that will enable a system of public spending that warrants government allocation to areas that are most wanted.
Last 30 April 2024, the Philippine Statistics Authority (PSA) Provincial Statistical Office—Cebu finally completes the 2022 CBMS Data Turnover to the PSA funded LGU who participated the 2022 CBMS roll-out by handing over the anticipated result of the City of Naga and City of Carcar. The event was spearheaded by PSA- Provincial Head, Cebu Chief Statistical Specialist Melchor B. Bautista, PSA Regional Director Engr. Ariel F. Florendo, Chief Statistical Specialist Engr. Leopoldo P. Alfanta, Department of Information and Communications Technolgy (DICT) 7 Mr. Angelito Geverola, City Mayor of Naga Hon. Valdemar M. Chiong and Hon. Mario Patricio M. Barcenas with their department heads and representatives and CBMS Core Team of their respective LGUs. The two (2) Data Turnover Ceremony conducted separately in each city. The City of Naga schedules in the morning while City of Carcar scheduled in the afternoon.
CSS Bautista, in his welcome note expressed his appreciation and gratitude to the mayors of both cities for their unwavering support during the conduct of CBMS. In his message, CSS Bautista, highlighted the importance of the CBMS as an economic and social tool for poverty analysis, comprehensive and appropriate policies and interventions, institutionalizing local sustainable development goals, focused community-based development and impact monitoring overtime. He added that CBMS enhance decision-making throughout different stages of the policy processes. He also emphasizes that with CBMS the success indicators of every plan, activities and programs being implemented in the locality will be quantifiably measure that are vital in policy monitoring and evaluation, through these local executives can solicit solutions for further improvements and betterment of service to their constituents. CSS Bautista ended with a quote to ponder “The judgment of success is not purely because of correct data, but the one who made the decision”
PSA 07 Regional Director, Engr. Florendo, in his message during the ceremony, emphasizes the importance of statistics in local planning and decision making, he also sends his heartful gratitude to all data collectors who put up their hard work to truthfully collect the data that is beneficial in the city and in their barangays. He ended his message with saying “Better statistics, better policies, better lives”
PSA Cebu, CBMS Provincial Focal Person Senior Statistical Specialist, Engr. Emmanuel L. Abellana, presented the highlights of the 2022 Community-Based Monitoring System (CBMS) results from the gathered data on households and barangays in both City of Naga and City of Carcar in their ceremonies. He injected probable cause related to the figures being presented. It becomes an eye opener of the LGU executives on the real picture of their locality.
The city administrator of Naga Engr. Arthur Villamor and City Mayor of Carcar Mayor Mario Patricio Barcenas have a commonality in their messages during their CBMS Data acceptance note in which, they emphasize the importance of data as a tool in a governance, data is a vital ingredient for a great recipe of an effective decision making. With data, you can never go wrong.
The collective effort of the CBMS Council, LGU CBMS focal persons, and the PSA’s CBMS Core Team, the 2022 Community Based Monitoring System (CBMS) Data Turnover made possible and a success in their respective LGU, objectives were realized with an outmost level of competence. The cities of Naga and Carcar is now in greater challenge in establishing measures and procedures that guarantee the safety and security of the data under their control, while upholding an individual’s data privacy rights as mandated in the Data Privacy Act of 2012.
With this, the PSA-Cebu appeals for the cooperation of all LGUs for the 2024 Census of Population and Housing (POPCEN)-CBMS which is all PSA-funded in sustaining data requirements for more timely, accurate, and relevant generation of statistics on poverty and other related indicators at the provincial down to municipal level.
