In pursuing the nation’s transition to a digital economy, PSA Siquijor has registered 69,139 Siquijodnons or 115.96 percent as of 31 December 2021 of the target population aged 12 years old and over. Registrants completed their Step 2 Registration or capturing of biometric information such as iris scan, fingerprints, and front-facing photograph. The target for 2021 is 67,011 individuals for the Philippine Identification System (PhilSys) in the Province of Siquijor.

This number of registrants had their demographic information validated and biometric information collected in designated registration centers across the 6 (six) municipalities of the province since June this year. With the continued support and trust of our partner local government units (LGUs), PSA Siquijor is more determined to hit the target before this year ends.

Of the six (6) municipalities in the Province of Siquijor, the Municipality of Siquijor recorded the highest number of registrants by 20,160 who completed Step 2 Registration (biometric capture) followed by Lazi by 14,158, San Juan by 11,274, Maria by 9,954, Larena by 9,315, and Enrique Villanueva by 4,278, respectively.

The Table above depicts the number of registrants completing Step 2 Registration (biometric capture) since it started on June 2021. The number of registrants from June to August 2021 showed an increasing trend but registration dropped from September to October 2021, decreasing from 7,222 to 2,934, as COVID-19 proliferated and the Provincial Government of Siquijor enacted community quarantine restrictions and stricter policies. As the province eased its COVID-19 restrictions, registration increased by 11,224 in November 2021, bringing the total number of registrants to a record peak of 14,158. Before the year ended 10,461 registrants were successfully registered in December 2021, with more people expected to register as PSA expands its operations.

PSA Siquijor continues to conduct mobile registration aiming to bring PhilSys closer to the most vulnerable groups such as the less fortunate, those living in geographically isolated and disadvantaged areas, indigenous people, and persons with disabilities (PWDs) to provide them a valid proof of identity which can be physically and digitally verified.

As part of PSA’s colocation strategy, registrants can avail Landbank ATM card for free as part of the agency's financial inclusion efforts. To open a bank account, they simply need to present their PhilSys transaction slip and a valid proof of identification or document. Based on the monitoring of Landbank Siquijor as of 12 February 2022, 6,406 individuals had already opened their LBP savings account following successful registration during Step 2 Registration (biometric capture).

In the final step of the registration process, Step 3 Registration involves the issuance of the PhilSys Number (PSN), a unique, permanent identification number, and a physical identification card called PhilID.

In partnership with the Philippine Postal Corporation (PHLPost), PHLPost will deliver the National ID for free to the address provided by the registrant during the registration process. As of 11 February 2022, 4,480 PhilID cards had been successfully delivered by PHLPost. An increase in the PhilID cards are expected to be delivered as PSA ramps up its operations.

Technical Notes

Republic Act No. 11055, otherwise known as the Philippine Identification System Act, aims to establish a single national identification system for all citizens and resident aliens of the Republic of the Philippines. This was signed into law on August 2018 by President Rodrigo Roa Duterte. This I.D. shall serve as a valid proof of identity as a means of simplifying public and private transactions and shall be an economic and social platform that promotes seamless social delivery for both public and private services.

The PhilSys project emphasizes inclusive coverage, enabling access to the most vulnerable groups such as the poor people living in geographically isolated and disadvantage areas, indigenous peoples, and persons with disabilities. Specifically, it aims to (1) make services more accessible, (2) promote ease of doing business, (3) enhance the integrity of services and reduce fraud, (4) enable and promote participation and trust in digital government and the digital economy, and (5) empower Filipinos with greater control over their personal data.
