Siquijor commence with the simultaneous Community-Based Monitoring System (CBMS) National Rollout this August 2022

     The Community-Based Monitoring System (CBMS), which is an organized technology-based system of collecting, processing, and validating necessary disaggregated data at the local level, will be implemented this August 2022 in approximately 600 cities and municipalities in our country. This is led by the Philippine Statistics Authority (PSA) under Republic Act (RA) No. 11315 or the CBMS Act, in partnership with the Local Government Units (LGUs). The CBMS aims to reach every single household to interview them about their demographic and socio-economic characteristics and other information related to their health, nutrition, housing structure, access to clean water and toilets, education, literacy, community participation, employment and livelihood and peace and order in their community. This information will serve as metrics or indicators of the living conditions of households and communities in our country.

     In cities and municipalities participating CBMS this year, there are hired field personnel such as enumerators or data collectors, team supervisors and area supervisors who will go around and go door-to-door in each community to conduct the said interview.

     The aforementioned field personnel are required to undergo eight days of training on CBMS concepts, appropriate questioning or interviewing methods, and the use of computer applications for house-to-house interviews. In initiating the actual collection of information on households, the CBMS field personnel must first make a courtesy call to the barangay government office to obtain the endorsement of the barangay captain to conduct CBMS in their area.

     The gathering of information is through Computer-Assisted Personal Interviewing (CAPI). This is a face-to-face interview or personal interview with a responsible member of the household using a questionnaire on a tablet. In exceptional cases, Paper and Pencil Interviewing (PAPI) will be the process of obtaining information from the expected respondents.

      For Siquijor Province, all 5^th class municipalities, namely San Juan, Larena, Enrique Villanueva and Maria, are included with the selected barangays which are enough to represent the poverty statistics of each municipality. The operations of these four municipalities are PSA-funded.

     Data from the CBMS will be used as a basis for: 1) analysis of the real economic situation of households in our country; 2) the local governments and the national government to make appropriate plans and programs to alleviate poverty in our country; and 3) determining the eligible beneficiaries for the various social protection programs of the government.

Everyone is invited to participate for the successful implementation of CBMS starting this 08 August 2022.
