The Philippine Statistics Authority conducted the 2021 HR Summit on 22-23 February 2021 via online platform hosted by Philippine Statistics Authority – Central Office and with a theme “Adapting Together Through Stronger Human Resource Development”. This was participated by the Regional Directors, Division Chiefs, Provincial Heads, HR personnel and some key officials of the Field Offices all over the Philippines.

This activity aims to increase productivity, build manpower abilities, and evaluate employee’s performances. Personnel from Civil Service Commission was also invited to give some updates on the rules and regulation and other HR matters. During the activity, the newly appointed Deputy National Statistician of Civil Registration and Central Support Office (CRCSO) Mr. Leo B. Malagar was introduced by the National Statistician and Civil Registrar Usec. Dennis S. Mapa. In the opening remarks of Usec. Mapa, he asserted the objectives to harmonize the new functions of the PSA. He emphasized that the human resource development must take proactively in assessing the various divisions to answer the new call and assess duplication of functions to be able to know the right size of the PSA and basis on the number of hiring of COSWs. He added that the office should have a strong recruitment procedure and strategies to get the right person for the agency.

DNS Malagar also gave his welcome message where he warmly welcomed the participants from the different regions. In his message, he mentioned the Interim Guidelines on Appointments and Other Human Resource Actions (IGAOHRA) which includes publication and posting of the vacant positions, the extension of the period of publication which shall be extended for the period equivalent to the duration of the Enhanced Community Quarantine (ECQ) or Modified Enhanced Community Quarantine (MECQ), and lastly the authority on the use of e-signature.

On the first day, the representative from Civil Service Commission discussed updates on CSC rules and regulations, PRIME HRM, leave management – rehabilitation leave and flexi time, learning and development updates, and recruitment and selection system to recognize. She also presented the different types of privileges of the employees as well as recommendations and appropriate actions that the office should exercise.

On the second day, Assistant National Statistician, Mr. Socrates L. Ramores elaborate his rationale to encourage and recognize creativity, innovativeness, efficiency, productivity, integrity, courage, and selflessness in the public service and promote uniformity and consistency in the implementation of the awards and incentives program in the PSA. He presented the scope, forms of awards and incentives and composition of the Program on Awards and Incentives for Service Excellence (PRAISE) Committee.

To be able to know the number of personnel needed in the organization, the RSSO must identify the right size of the PSA thru workload analysis.
