Position Title          :  STATISTICAL RESEARCHER/ ENUMERATOR

Place of Assignment: in every City/Municipality

Duration of Contract: 10 August 2020 – 31 October 2020

Minimum Qualifications:

a. preferably a college graduate, or has completed at least second year college or Senior High School (SHS) graduate (For an SHS graduate 15 to 17 years old, parental consent is required);

b. preferably with experience and training in census/survey undertakings of the PSA;

c. with legible handwriting (preferably in printed capital letters);

d. able to speak the local dialect;

e. physically fit for field work (if female, must not be pregnant);

f. with good moral character;

g. with ability to deal with the public tactfully;

h. preferably resident of the barangay or municipality;

i. willing to be assigned in any barangay or municipality;

k. willing to work on Saturdays or Sundays and holidays and beyond 5:00 p.m., if necessary; and

l. with no existing work contract with other offices/agencies.

m. Barangay Officials are not included as applicants to the positions.

 

Duties and Responsibilities:

a. Attend the training to gain knowledge on the various census concepts, definitions, and instructions, as discussed in the EN’s Manual;

b. Before the enumeration in the barangay/EA, pay a courtesy call (together with the TS) to the Punong Barangay or any barangay official and conduct an ocular inspection to the boundaries of the barangay/EA;

c. Visit each building and determine if it is qualified to be listed following the criteria on the buildings that need to be listed. In each building, determine the number of housing units and in each housing unit, determine the number of households residing in it;

d. Ensure that the building to be listed has a corresponding building symbol and building serial number (BSN) on the map;

e. Accomplish CPH Form 1 (Listing Booklet), by listing each building, housing unit, household, and ILQs following strictly the rules on listing of buildings, housing units, households, and ILQs;

f. Interview personally the head of the household, his/her spouse or any adult household member and record the demographic characteristics of the household members, housing unit, and household using CPH Form 2 or CPH Form 3;

g. For ILQ with 20 or less members, interview each resident using CPH Form 4 (Institutional Population Questionnaire). For ILQ with more than 20 members, requests its manager or administrator to accomplish CPH Form 4 using CPH Form 8 (Self-Administered Instructions for CPH Form 4);

h. After completing the interview, review the questionnaires for completeness and consistency of entries;

i. Accomplish the sticker or CPH Form 6 and post it on the door or any part of the building/housing unit or ILQ where it can easily be seen or noticed;

j. Meet with the TS every Wednesday. In this meeting, submit all accomplished questionnaires to the TS. Discuss with the TS the problems encountered during the field work. The TS will also discuss his/her assessment of the ENs work and come up with recommendations to census-related problems;

k. Return the census forms and materials after the completion of enumeration in his/her area of assignment; and

l. Perform other census-related duties that may be assigned from time to time by the PSO personnel.

Applicants are required to submit the following:

  1. Application letter stating the specific position title and specific city/municipality of assignment;

  2. Three (3) original copies of duly accomplished Personal Data Sheet (Civil Service Commission Form No. 212, revised 2017) with 1 ½” x 1 ½” recent Identification (ID) picture;

  3. Photocopy of authenticated Eligibility (CSC, CESB, RA 1080, PRC, PD 907), if applicable;

  4. Photocopy of Transcript of Records/Diploma/Certification of Highest Grade/Year Completed;

  5. Photocopy of Certificate/s of Training, if any; and

  6. Certificate of Experience relevant to the position, if any.

  3. Applicants who sent application and documents through courier must follow up receipt at the provincial office, within three (3) calendar days from sending thereof.

  4. Applicant and documents submitted after the deadline on 13 July 2020 at 5:00 PM will not be accepted.

  5. All applicants will undergo a written examination.  Applicants who have passed the written examination will be scheduled for an interview to assess their capability to withstand the rigors of the job, test their skills, and assess their overall personality.

  6. Once accepted, the following shall be required before assumption of duty.
