The Philippine Statistics Authority (PSA) created under Republic Act No. 10625 is the primary government agency that will serve as the central statistical authority in the Philippines and to carry out, enforce, and administer civil registration functions in the country as provided in Act No. 3753, otherwise known as the Civil Registry Law for the Government of the Philippines (GOP). With these mandates the Overseas Workers Welfare Administration in Region 7, tapped the PSA Regional Statistical Services Office 7 to be part of its Regional Inter-Agency Committee on the Middle East Crisis and conducted its first meeting last 29 January 2020.

The Inter-Agency Committee reactivated the National Task Force Gitnang Silangan which aims to provide vast assistance to displaced and distressed Overseas Filipino Workers (OFWs) abroad particularly those working in the Middle Eastern countries. Around 177,007 OFWs working in the area are from the Central Visayas Region of which majority of them are from Metro Cebu. Several government agencies laid out their commitments in any form to assist the said OFWs if an Alert 3 or 4 will be raised by the Department of Foreign Affairs (DFA).

As stated with its mandate the PSA in collaboration with other government agencies will assist the displaced and distressed OFWs in facilitating their requests of Security Paper (SecPa) for any purpose that will serve them.
