PHOTOS TAKEN: The key for a targeted and more conducive program thru local data, the City of Bogo have now officially received the keys to progress, their updated local-level data through the 2022 CBMS Data Turnover Ceremony. Indeed, it is a vital moment in making use of data-driven insights for a strategic local advancement.

The Community-Based Monitoring System (CBMS) was implemented last 2022 in various local government units (LGUs) pursuant to Republic Act 11315, or the act of establishing a CBMS. It refers to an organized technology-based system of collecting, processing, and validating necessary disaggregated data that will enable a system of public spending that warrants government allocation to areas that are most wanted.

Last 12 April 2024, the Philippine Statistics Authority (PSA) Provincial Statistical Office—Cebu is close to completing the 2022 CBMS Data Turnover to the PSA funded LGU who participated the 2022 CBMS roll-out by handing over the anticipated result of the City of Bogo.  The event was spearheaded by PSA- Provincial Head, Cebu Chief Statistical Specialist Melchor B. Bautista, City Mayor of City of Bogo Atty. Carlos Jose A. Martinez with his department heads and representatives, CBMS Core Team and other PSA Staff.

CSS Bautista, in his message, expressed his appreciation and gratitude to the City of Bogo team headed by their city mayor Atty. Martinez for attending such an important event for their city. He mentioned the CBMS brief background and description, and as to its implementation challenges being given to PSA. CSS Bautista, highlighted the importance of the CBMS as an economic and social tool for poverty analysis, comprehensive and appropriate policies and interventions, institutionalizing local sustainable development goals, focused community-based development and impact monitoring overtime. He added that CBMS enhance decision-making throughout different stages of the policy processes. He also emphasizes that with CBMS the success indicators of every plan, activities and programs being implemented in the locality will be quantifiably measure that are vital in policy monitoring and evaluation, through these local executives can solicit solutions for further improvements and betterment of service to their constituents. CSS Bautista ended with a quote to ponder “The judgment of success is not purely because of correct data, but the one who made the decision”. 

 

During the ceremony, PSA Cebu Senior Statistical Specialist, Engr. Emmanuel L. Abellana presented the highlights of the 2022 Community-Based Monitoring System (CBMS) results from the gathered data on households and barangays in the City of Bogo. It is also an eye opener of the Local Government Unit (LGU) executives on the real picture of their locality.

 

 

 

The City Mayor of Bogo, Atty. Carlos Jose A. Martinez in his acceptance message expressed his appreciation and gratitude to PSA’s thrust in advocating and promoting local data that are important in decision making and management of an office. Atty. Martinez stated that data like CBMS is a great tool for an executive to help them decide on what programs, assistance and projects to be formulated and implemented that suitable and relevant to the needs of their constituents.  He assures that with the CBMS data being given to their city will be properly utilized to formulate solutions on their areas of improvement.

The collective effort of the CBMS Council, LGU CBMS focal persons, and the PSA’s CBMS Core Team, the 2022 Community Based Monitoring System (CBMS) Data Turnover made possible and took place at the City of Bogo AVR Hall. The Data Turnover Ceremony's objectives were realized with the highest level of commitment, making the event an immense success. The City of Bogo’s other greater challenge is establishing measures and procedures that guarantee the safety and security of the data under their control or custody, thereby upholding an individual’s data privacy rights.

With this, the PSA-Cebu appeals for the cooperation of all LGUs for the 2024 Census of Population and Housing (POPCEN)-CBMS which is all PSA-funded in sustaining data requirements for more timely, accurate, and relevant generation of statistics on poverty and other related indicators at the provincial level.
