The Philippine Statistics Authority (PSA) Cebu Provincial Statistical Office reaffirms its dedication to the Philippine Identification System (PhilSys) through its continued efforts to register children aged 1 to 4 years old.

Since its establishment, PSA Cebu has been diligently working to ensure that every eligible member of the community is included in the PhilSys database. Recognizing the importance of early registration, PSA Cebu has prioritized reaching out to parents and guardians to facilitate the enrollment process of children within this age bracket.

PSA Cebu hopes to contribute to the PhilSys program's broad coverage by continuing its registration efforts for children ages 1 to 4 years. This would guarantee that all people, regardless of age, have access to the advantages of a national identification system.

A parent or legal guardian who is already registered with PhilSys is required to accompany the child to the registration location during registration. For authentication purposes, the accompanying parent or guardian is linked to the child's PhilSys Number (PSN) or the generated permanent identification after registration. It is therefore essential that the parent or legal guardian present their ePhilIDs or PhilID Cards. If the parents decide to give someone else permission to register their child, such as a member of their family or a legal relative, they should know that once the approved person's PSN is connected to the child's, it cannot be unlinked even if the parent(s) decides to do so later.

To verify the demographic data, a copy of the child's original supporting documentation must be provided. The following documents are accepted:

  1. Certificate of Live Birth issued by the PSA or Local Civil Registry Office (LCRO).

  2. Report of Birth issued by the PSA or Philippine Foreign Service Post (PFSP).

  3. Certificate of Foundling issued by the PSA.

  4. Certificate of Foundling or Certificate of Live Birth of Person with No Known Parent/s issued by the PSA.

  5. Municipal Form No. 102 issued by the LCRO.

  6. Philippine Passport or ePassport issued by the Department of Foreign Affairs (DFA).

  7. Any document showing the full name of the child, date and place of birth, the full name of the mother, and the full name of the father, if acknowledged.

During a child's PhilSys registration, only the demographic information and a front-facing photograph are collected. However, the complete biometric data of the child, including the iris scan, fingerprints, and an updated front-facing photograph, will be captured once the child reaches the age of five (5). Additionally, the authentication also involves the collection of the biometric details and PhilSys Card Number (PCN) of the child's accompanying parent or guardian in order to link their PSNs.

PSA National Statistician and Civil Registrar General, Undersecretary Claire Dennis S. Mapa, urges the public to participate in the child-friendly registration process. Highlighting PSA's ongoing efforts, Mapa emphasized the significance of parents and guardians taking the initiative to register their children with PhilSys, contributing to the vision of a "Makabagong Pilipinas" for the next generation.
