The Municipality of Enrique Villanueva successfully convened for the second time on the 2024 Census of Population (POPCEN) and Community-Based Monitoring System (CBMS) Municipal Coordinating Board on 14 May 2024, marking a significant step towards the simultaneous conduct of 2024 POPCEN-CBMS of the Philippine Statistics Authority. The meeting is held at En. Villanueva Multi-Purpose Function Hall, Poblacion, Enrique Villanueva, Siquijor.
The PopCen-CBMS is a major undertaking of the Philippine Statistics Authority (PSA) which will be implemented this year 2024 following the order of the president dated February 20, 2024, to conduct census and to determine the updated list of 4 Ps beneficiaries. This is also in connection with Republic Act No. 11315, the Community Based Monitoring System (CBMS) Act which serves as the basis in targeting beneficiaries and EO 352 designation of statistical activities that will generate critical data for decision-making of the government and the private sector. The Philippine Statistics Authority (PSA) being the statistical arm of the government will always be the led agency in collaboration with the local government units.
SB member Hon. Belinda B. Inao presides over the meeting since the Hon. Mayor Nale Vincent Masayon is very busy attending important matters to be prioritized. Besides, he instructed Hon. Inao to proceed on his behalf. After the approval of the provisional agenda and the minutes of the previous meeting, presentation of the agenda follows. Statistical Specialist II Rosario S. Atay provides and overview of the 2024 POPCEN-CBMS rollout, emphasizing the importance of cooperation among all board members. He outlined the objectives, legal bases, rationale, scope and coverage, reference date and enumeration period of the 2024 POPCEN-CBMS, ensuring that all collected data would comply with the Data Privacy Act of 2012 and other relevant legislation. Meanwhile, SA Anthony L. Ontolan discusses the different PopCen-CBMS forms to be used, data items to be collected, approved PSA board resolutions, timeline, roles, and responsibilities of the MCCB members while SA Betsy Pearl A. Achay assigned to discuss on the possible assistance that MCCB members could give and objectives of the 2024 PopCen-CBMS BPQ data collection and Service Facilities and Government Projects (SFGP) Listing.
It is also emphasized during the convening that the PopCen-CBMS activity is an inventory of population thru comprehensive enumeration of all households, listing of buildings, housing units and ILQs and geotagging of service facilities, and government projects in the barangay and in the municipality. This undertaking is set to begin in July and ends in September 2024. Additionally, training sessions for Census Area Supervisors (CAS), Team Supervisors (TS) and Enumerators (EN) are scheduled to ensure efficient and affective data collection and, most importantly, secure handling of data and tablets as well.
LGU officials of Enrique Villanueva as members of the members of the MCCB expressed their strong support and participation for the 2024 POPCEN-CBMS. They are ready and commit themselves to providing some of the assistance needed during the whole duration of the activity.
