Philippine Statistics Authority (PSA) – Bohol Provincial Statistical Office announces and seeks the support and cooperation of all Boholanos in the conduct of the 2024 Census of Population and Community-Based Monitoring System (2024 POPCEN-CBMS). A total of 59 Census Area Supervisors, 210 Team Supervisors and 1,130 Enumerators were deployed to conduct a total enumeration across the province.
The 2024 POPCEN-CBMS has been implemented simultaneously across all cities and municipalities nationwide from 15 July 2024 and is expected to be completed on 15 September 2024. All persons to be enumerated as members of a household or residents of Institutional Living Quarters (ILQs) will be those alive as of 12:01 AM of 01 July 2024.
Form 2 or Household Profile Questionnaire (HPQ) will be administered to all households. This questionnaire is divided into 15 sections. Information on Core and Other Demographic Characteristics, Migration, Education and Economic Characteristics will be gathered individually while information about Health, Food Security, Access to Public Transportation, Formal Financial Account, Negative Shocks and Disaster Preparedness, Internet Access, Public Safety, Social Protection and Assistance Programs, Water, Sanitation, and Hygiene and Housing Characteristics will be asked from each household.
Furthermore, Form 11 or Self-Administered Questionnaire for Institutional Population will be provided to all ILQs and will be collected on an agreed date.
The conduct of these two PSA-led statistical activities aims to capture a holistic understanding of our population and their needs, serving as a crucial data source for policymakers, planners, and decision-makers. Thus, the support and cooperation of the public, as well as the provision of truthful and complete information, are both crucial for the success of this census.
Pursuant to Proclamation No. 627, series of 2024, President Ferdinand R. Marcos Jr. declared July 2024 as “National Census and Community-based Monitoring System Month,” this is to support the conduct of the 2024 POPCEN-CBMS starting July.
As stated in this proclamation: “All citizens and residents of the Philippines are encouraged to cooperate with the PSA and its census enumerators in the conduct of the 2024 POPCEN-CBMS, by providing truthful and complete information in response to census questions, subject to existing laws, rules and regulations.”
As stipulated in Section 25 of Republic Act No. 10625, respondents of primary data collection activities such as the POPCEN are obligated to provide truthful and complete answers to statistical inquiries.
For the CBMS, the citizens participating in the data collection shall be fully informed of the nature and extent of processing intended for his or her personal data. Truthful responses are important for Local Government Units (LGUs) and National Government Agencies (NGAs) in crafting appropriate policies and programs addressing the needs of communities nationwide.
In addition to this, the right to privacy of every respondent remains inviolable. In accordance to Republic Act No. 10173 (Data Privacy Act of 2012), all information pertaining to the respondent is confidential and shall not be disclosed or divulged to any third person or entity unless authorized or allowed by law. Stringent measures are in place to safeguard the privacy and security of the data collected.
