The Philippine Statistics Authority (PSA) conducted the Community-SBased Monitoring System (CBMS) in 2022, which was participated by 9 Local Government Units (LGUs) in Negros Oriental. Household-level information based on the Household Profile Questionnaire (HPQ) was obtained through the Computer-Assisted Personal Interviewing (CAPI) approach—a face-to-face interview of a responsible household member using an electronic questionnaire contained in a handheld tablet.

The PSA is now in the process of strengthening the capacity of the participating LGUs in terms of computer and statistical skills so they are able to generate statistics from the CBMS data in their locality for use in their analysis and plans in the development of their community. This training is designed to develop participants’ skills in designing and developing tabulation applications using CSPro and to meet the needs of participants in the generation of various types of tabulations for the CBMS. The participants will learn to create a data dictionary, design and develop tabulation applications for tables based on the HPQ, use tools in generating frequencies, and manage CBMS data files using CSPro.

PSA Negros Oriental successfully conducted a three-day Community-Based Monitoring System (CBMS) Module II-B Data Processing: Data Tabulation and Analysis Using Descriptive Statistics training last August 9-11, 2023 at Rovira Suites Hotel, Dumaguete City, Negros Oriental. The training was attended by CBMS Focal Persons/City/Municipal Planning and Coordination Officers, City/Municipal Statisticians from nine (9) Local Government Units (LGUs) namely Canlaon City, Guihulngan City, Bayawan City, Bais City, Ayungon, Bindoy, Amlan, San Jose, and Sta. Catalina who conducted the 2022 CBMS.

Chief Statistical Specialist Engr. Ariel T. Fortuito highlighted in his welcome message Community-Based Monitoring System (CBMS) is of great importance as it empowers communities to participate in local governance and decision-making. By collecting and analyzing data on various aspects of community life, CBMS enables local governments and stakeholders to identify the needs and priorities of the community, and to design and implement targeted interventions that address those needs. CBMS also helps to promote transparency and accountability in local governance, as it provides a platform for citizens to monitor and evaluate the performance of their local leaders and service providers.

During the training, the LGU participants were given the opportunity to showcase their leanings by presenting their outputs on the use of CS Pro tabulations.

To recognize the active participation and successful completion of the training program, all LGU participants were awarded a Certificate of Participation.

The event was organized by a team from the PSA, who served as facilitators. The team included PSA-CBSS - Information System Analyst I,  Romulo Curioso, PSA Region 7, Statistical Specialist II, Reina Salaum, Chief Statistical Specialist, Ariel T. Fortuito, Supervising Statistical Specialist, Maria Felida Generoso, Senior Statistical Specialist, Harold Roy V. Infante, Information System Analyst II, Mark John Manuel, and Statistical Analyst, Sarra Busio.

In conclusion, the PSA Negros Oriental's successful conduct of the 2022 Community-Based Monitoring System Module II-B Data Processing: Data Tabulation and Analysis Using Descriptive Statistics Training to nine (9) local government units of Negros Oriental is a significant step towards empowering communities and local governments through data-driven decision-making. The PSA Negros Oriental remains committed to providing relevant and timely training programs that will contribute to the development of our communities and the achievement of our national goals.
