The Philippine Statistics Authority launches the Philippine Identification System Check (PhilSys ).  It is an offline authentication system developed to verify the QR Code printed at the back of the PhillD card.  PhilSyscan be accessed through https://verify.philsys.gov.ph

As one of the PhilSys components, the PhillD card shall serve as the official government-issued identification document of cardholders in dealing with all National Government Agencies, Local Government Units (LGUs), Government-owned and Controlled Corporation (GOCCs), Government Financial Institutions (GFls) and all private sector entities. Correspondingly, these relying parties are mandated by law to accept the same for purposes of identification. The PhillD contains essential information about the person's identity, as well as a QR Code which has fingerprint information and other security features as safeguards for data privacy and security.

The use of the PhilSys Check (PhilSys ) would require the presentation of PhillD, scanning of the QR Code printed at the back of the PhillD, and matching of the data stored in the QR Code to validate the identity of the registered person against the data printed on the face of the PhillD. The PhilSys Check (PhilSys ) uses public-private key cryptography in its website that allows relying parties to verify the authenticity of PSA-issued QR Code. This is accessible online via any computer or smart device with a camera and internet browser (although this method is delivered through the web, it qualifies as an 'offline authentication' under the Implementing Rules and Regulations of RA No. 11055, as amended). Upon scanning, the embedded public key in the Philsys Check (PhilSys ) website decrypts the digital signature embedded in the PhillD QR code and checks if it is active or revoked. This will then yield a hash of data initially generated before the printing of the QR code onto the PhillD card. Thereafter, the website generates a second hash of the QR code data. lf the first and second hashes match, this means that the QR code data is PSA-issued and is not tampered with (i.e., it is correct). The website will then display the data from the QR code which can be used to match with the printed PhillD card data.
