Philippine Identification System Birth Registration Assistance Project (PhilSysBRAP) was officially launched virtually in Region VII on 21 February 2022 with Director II Fred S. Sollesta, Project Director as the Resource Person. The activity was spearheaded by RSSO 7 Regional Director, Engr Ariel E. Florendo and was attended by the Local Civil Registrars in the region, the Chief Statistical Specialists of the four (4) provinces, the PhilBRAP Provincial Focal Persons, as well as the hired Birth Registration Agents (BRAs).
Project Director, Fred S. Sollesta discussed on the rationale of this project which is to ensure that all births of Filipinos, especially the Indigenous People, Muslim Filipinos and the poorest sector are registered in the Local Civil Registry Offices and that they will be enrolled with the Philippine Identification System (PhilSys), which is a gateway for them to claim their social benefits and legal identity. This project aimed to register all the unregistered individuals and targeted 2million registrants by the end of this year.
Philippine Statistics Authority cannot do this project without the support of the Province of Siquijor and the Local Government Units, hence a Memorandum of Agreement between the Philippine Statistics Authority, the Province of Siquijor and the Local Government Unit was drafted to ensure the success of the project. As discussed by Engr. Ariel T. Fortuito, Chief Statistical Specialist of Negros Oriental, PSA needs assistance from the LGU’s and to waive penalties on the delayed birth registration for this project. Therefore, it was elaborated that the MOA should be signed first before the roll out of the project.
Presidential Proclamation No. 1106 states “ Get every Pinoy and Pinay in the picture” with this, PSA-Siquijor joins and support the Philsys Birth Registration Assistance Project to make all births of Filipinos registered and provide legal identity.
